Stated Role Prevention of Corruption and Implementation of Recommendations of the Permanent Commission of Enquiry on Corruption.<P>Prevention of Corruption Bureau (PCB) is a semi-autonomous governmental institution, which is entrusted to combat corruption in Tanzania Mainland. Activities Activities spread over divisions:<P>- Receive complaint/allegation and carryout investigation on corruption in the private sector.<P>- Monitor and investigate social changes so as to determine trends on corruption in society and to propose appropriate measures.<P>- Monitor and investigate activities of foreign companies involved in corruption<P>- Evaluate reports on allegations of corruption and provide legal advice.<P>- Prosecution of cases when investigations are completed.<P>- Scrutinize different Acts to determine loopholes that can be a source of corruption.<P>- Provide legal advice to the Bureau.<P>- Analyse legal contracts that are doubtful and prone to corruption and advise appropriately <P>- Work closely with police or Director of Public Prosecution. How ever no prosecution matters will be submitted to the Director of public prosecution before being thoroughly scrutinized by special committee of Directors.<P>- Maintain the equipment and other technical facilities of the Bureau<P>- Keep in custody exhibits for cases that are under investigation<P>- Control the use of equipment and other facilities<P>- Advise the Bureau on appropriate equipment to be used on investigations and to ensure their safety

No mercy from PCB on foul play in procurement

The Director General of Prevention of Corruption Bureau, Edward Hosea, has said that PCB will not tolerate corruption in public procurement.
Hosea said this while opening a two-week specialised training on investigation and procurement for PCB officers.
``Of all the organisation`s functions, procurement is the most vulnerable to corruption,`` he said.
Hosea said without proper protection and enforcement, multiple opportunities for corruption would be at every stage of the procurement process.
``The consequences are devastating as they impede the national economic growth. They also endanger public safety and damage prospects for future generations.
``Training PCB officers will help them acquire skills to monitor, investigate and audit the procurement function for corrupt practices``, Hosea said.
The Public Procurement Regulatory Authority (PPRA) Chief Executive Officer, Dr. Ramadhan Mlinga, said that corruption in issuing tenders was a very big issue because it involved a huge amount of cash and every body wanted to win them.
He said without well elaborated regulations, tender seekers would use all means, including corrupting officials dealing with procurement.
``PPRA is responsible for enforcing the Procurement Act. Should we find evidence of criminal wrongdoing in the procurement reviews, we will inform PCB,`` he said.
The training is supported by the Millennium Challenge Account through USAID Tanzania.

Fight on corruption gathers pace, Bunge told
President Jakaya Kikwete will soon launch the second Anti-Corruption Strategy Action Plan (NACSAP) which will involve the Parliament, judiciary, civil societies, media, and the private sector.
The Minister of State, President’s Office Good governance, Philip Marmo, told Parliament yesterday when responding to a question asked by Zainabu Gama (Kibaha-CCM). The MP had wanted to know if there were new strategies to fight corruption.
Marmo said it was true the national strategy on war against corruption was fought well if it involved stakeholders and the parliament.
He said the government has been conducting seminars for members of the African Parliamentarians Network Against Corruption (APNAC) to acquire skills that would help them fight corruption more efficiently.
He said the current national strategy on corruption was prepared by the government in 1999 under Judge Joseph Warioba.
He added that the plan of implementing that strategy started officially in 2001 after the government introduced Good Governance Department in the President’s Office, the arrangements which were completed in December 2005.
He added that the government had another mechanism in place which would be implemented between this year and 2010 and the tactics would involve district councils, municipalities, cities and parastatal organizations.
Responding to a supplementary question from Zainabu Gama who accused the former officials of negligence, Marmo said implementation of the strategy would start officially this year and the Parliament will be fully involved.
He said the government was determined to fight corruption in its entirety as it always resulted in the denial of rights for a particular section of society or individuals.
