| Notes | The Legal Status of NCTE The 1992 Constitution of Ghana mandates the establishment of a number of bodies, one of them being the National Council for Tertiary Education (NCTE), which was established by an Act of Parliament, Act 454 of 1993. Its predecessor, the National Council for Higher Education (NCHE) was established in 1962 and dissolved twice in 1966 and 1986 after changes of Governments. The Functions of NCTE The NCTE Act 454 of 1993 specifically enjoins the Council: To advise the Minister on the development of institutions of tertiary education in Ghana; To enquire into the financial needs of the institutions of tertiary education, and advise the Minister accordingly; To recommend to the Minister for purposes of the preparation of the annual national education budgets: i. block allocations of funds towards running costs; and ii. grants towards capital; expenditure of each institution of tertiary education indicating how the allocations are to be disbursed; To recommend national standards and norms including standards and norms on staff, costs, accommodation and time utilization, for approval of the Minister and to monitor the implementation of any approved national standards and norms by the institutions; To advise governing councils of institutions of tertiary education on suitable measures for generating additional funds for their institutions; To publish information on tertiary education in Ghana; To perform any other functions provided in the Act and such other functions relating to tertiary education as are incidental to the functions specified in the Act. THE MISSION AND STRATEGY VISION Leading tertiary education to new heights MISSION The National Council for Tertiary Education is devoted to providing leadership in the direction, functions, role and relevance of tertiary education in Ghana. To this end the NCTE will: Deliver objective and carefully considered advice to Government, which will contribute to the creation of conditions and structures that will support the establishment of a vibrant and dynamic sub-sector. Be guided by the needs and priorities of tertiary education institutions which it serves, providing them with reliable information, appropriately targeted resource support and exposing them to global best practices. Ensure that tertiary education assumes its rightful role as a catalyst and resource base for national growth and prosperity. Provide guidance and advice to drive the development of world-class skills and standards in teaching, research and administration. Mediate a strategic balance between the differing priorities of our stakeholders (Government, tertiary institutions, teachers, students, civil society, and industry/business). STRATEGIC GOALS OF NCTE Create attractive options within tertiary education. Facilitate the development of a clear and widely-accepted definition of tertiary education. Provide professional advice and policy inputs based on sound information and reliable data. Exploit the full potential of linkages with industry / business and other stakeholders. Establish mechanisms for monitoring, evaluation and review of standards and norms. Promote effective advocacy on the role of tertiary education in socio-economic development. Provide strong resource mobilisation drive. Build expertise in tertiary education planning and management. Build capacity of Council and the Secretariat. [ Retrieved on 17-09-07 - http://www.edughana.net/ncte.htm ] Our Mission: The NCTE seeks to promote a diversified, dynamic, high quality, cost effective teaching, research and skills development within a financially healthy tertiary education sector, having regard to national needs. It dedicates itself to the promotion of access, quality, relevance and equity in tertiary education delivery. The Secretariat of the National Council for Tertiary Education: It is the administrative wing of the Council, co-coordinating activities of tertiary institutions and providing Council with adequate information for its deliberations and decisions. It functions with three major divisions namely: administration, planning and budget and accounts. The Secretariat has a staff strength of twenty comprising the Executive Secretary, Deputy Executive Secretary, four other senior administrative/professional, two senior technical, four junior technical and eight junior non-technical staff. Two staff of the Secretariat, one senior technical and the other junior technical staff, retired during the year. The Secretariat operates a vigorous staff development policy. During the year four senior staff participated in workshops organized by the Council on Medium Term Expenditure Framework (MTEF) budget. Computer literacy is a major focus of management of the Secretariat. Computer training programmes are arranged each year for staff to upgrade their knowledge in computer application. Four staff benefited from such programmes during the year. Management and staff meetings are called regularly to assess performance and update staff on important issues. Staff appraisal schemes have also been introduced. To promote effective interaction with tertiary institutions and to provide staff insight into events in the institutions, some senior staff at the Secretariat are given the opportunity to attend meetings of important Committees and Boards of some institutions. Perhaps the major threat of the Secretariat is the lack of space for expansion to enable it recruit additional qualified staff and acquire more equipment, necessary to meet its growing responsibilities and challenges.
