The City Manager <P>Being accountable to the mayor, the city manager is the executive of municipal services.<P>The City manager shall: <P>Propose to the mayor to establish municipal bodies accountable to the city manager and to implement other service delivery alternatives.<P>Propose the appointment of the heads of the municipal bodies; upon the approval of their appointments, he shall supervise their operations and discharge them in accordance with law.<P>Hire, administer, and discharge competent professionals as sub city managers by contract of employement for a definite period of time. He shall also receive, examine and decide upon annual reports and, where necessary, periodical reports from Sub-City managers.<P>Prepare and submit action plans and budget proposals to the mayor concerning city wide and inter Sub-City municipal services and implement them upon ndorsement thereof.<P>Develop and propose service delivery measurements and guidelines to the mayor and implement them upon endorsement thereof<P>Ensure efficient, effective and equitable delivery of municipal services.<P>Implement decisions concerning municipal services.<P>Prepare and propose policy initiatives and legal drafts to the mayor concerning municipal services.<P>Recommend the employment of the deputy City manager to the mayor and hire him/her upon approval thereof.<P>Submit work performance reports to the mayor.<P>Receive, and hear and give replies as quickly as possible to the pleas of residents consisting municipal services.<P>Constitute and direct a management committee consisting of underheads of municipal services. <P>Perform other functions assigned to him/her by the mayor <P> |
