| Notes | ICT ministry causes govt a sh189m loss -------------------------------------------------- Sunday, 9th September, 2007 By Joyce Namutebi A total of sh189m has gone down the drain after the Ministry of Information and Communication Technology (ICT) used it to pay for office space it did not occupy. The Parliamentary committee on ICT was concerned that although it advised the ministry against occupying new offices without securing funds, the accounting officer rented the space without a clear budget allocation for the rent. “This lack of control in the ministry led to an accumulation of debts in rent arrears to the tune of over sh189m for nine months for an office that the ministry did not occupy,” the committee said in its report about the ministry’s budget to Parliament last week. The loss was incurred during the last financial year, according to the committee chairperson, Edward Baliddawa. He asked the officer responsible for the anomaly to be held accountable for the loss and added that in future, the ministry should adhere to the financial regulations while carrying out any monetary transactions. The committee was also concerned that although two new telecommunication companies, Warid and Hits Telecoms are set to provide communication services later this year, there was no independent arbitrator in case of any unfair competition. It was also worried about the rampant thefts and destruction of cables especially the copper wires. Baliddawa said stringent measures be put in place regarding the exportation of copper wires to control their theft, which has adversely affected the telecommunications sector. He urged the ministry to expedite the formulation of the required legal framework for the ICT sector. However, the committee’s report was not debated extensively due to lack of time.
