(1) The Secretariat General is placed under the authority of a Secretary General, the main collaborator of the Minister, who follows the instruction of the businesses of the Department and receives from the Minister the delegations of necessary signature. For this reason, it: - coordinates the actions of the Services of the Central Administration and the Decentralized Services of the Ministry and holds co-ordinating meetings of which it addresses the official report to the Minister; - defines and codifies the internal procedures of the Ministry; - day before with the continuing education of the personnel and organizes under the authority of the Minister, the seminars and the training courses of recycling, improvement or specialization; - follows, under the authority of the Minister, the action of the attached services of which it approves the action plan and receives the activity reports; - day before with celerity in the treatment of the files, centralizes the files and manages the documentation of the Ministry. (2) In the event of absence or of prevention of the Secretary General, the Minister appoints a Director to take over temporarily the duties. Article 9: Are attached to the Secretariat General: - the Cell of Follow-up; - the Cell of Communication; - the Legal Cell; - the Data-processing Cell; - the Cell of Translation; - the Subdirectorate of the Reception, the Mail and Connection; - service of Documentation and the Files. |
