(1) Placed under the authority of a Director, the Management of the General Affairs is charged: - implementation of the policy of human Resource management of the Ministry; - application of the policy of the Government as regards staff training in service to the Ministry; - coordination of the development of the plan of formation for the internal personnel and of the follow-up of its execution; - management of the working stations; - estimated management of manpower, in connection with the Ministry in charge of the public office; - follow-up of E improvement of the working conditions; - preparation of the acts of internal staff management; - update of the file of the internal personnel; - follow-up of I' exploitation of the applications business data processing integrated of the personnel of the Eta and pay; - preparation of measurements of assignment of the personnel within the Ministry; - instruction of the disciplinary files of the internal personnel; - application of the legislative and lawful texts relating to the staff costs of the Ministry; - preparation of the elements of the pay and accessories of balance of the personnel in service to the Ministry; - management of the pensions; - development and implementation of the budget of the Ministry; - management and maintenance of the movable and real property of the Ministry; - complaints relating to the pay, in connection with the Qualified Services of the Ministry in charge of finances. (2) It includes/understands: - the Cell of Management of Project SIGIPES; - the Subdirectorate of the Personnel, the Pay and the Pensions; - the Subdirectorate of the Budget, the Material and Maintenance. |
