(1) Placed under the authority of a Chief of Cell, the Cell of the Control of Energy is charged with: - collection, of working and the distribution of the energy statistics; - development of the energy balances and the forecasts of consumption of energy, in connection with the administrations concerned; - development of the regional and national energy monographs; - the evaluation of the potential of energy saving; - the promotion of energy saving and substitutions inter-energies; - design and of the implementation of the program of development and promotion of alternative energies, in connection with the Ministries and organizations concerned; - identification and of the popularization of the best techniques of use of the energy resources of the biomass; - development and of the connection, implementation of the legislative and lawful texts relating to the rational use of energy with the Legal Cell and the Ministries and organizations concerned.
