Decentralization and a mode of organization which consists in entrusting at assemblies elected by the population the management of the local businesses. Decentralization evokes a precise process: a State is deprived with the profit of local authorities, whose administration is ensured by assemblies elected and having a freedom of decision, the competences exerted until there by its central bodies and its representatives.<P>By comparison with a centralized mode, decentralization causes to bring the political decision closer to the territory where it is registered, and of the population to which it is addressed. It thus makes it possible to avoid heavinesses and the rigidity of a centralized management, to support their control on the management of this service and to better take into account the needs and the aspirations of the recipients of the public utility. |
