The goal of the project is to promote legal certainty, in particular for economic transactions. The law reforms cover the law and order Institutions, the Ministry of Justice, the judiciary, the Ministry of Home Affairs, legal chambers, NGOs, CSOs. Planned results are:
1. The supported judicial institutions, within their mandate, are capable to prepare, to implement, and to co-ordinate projects for the legal and justice reforms, and to ensure monitoring (focus on: rural economy, industrial sector, anti-corruption legislation; introduction of an M&E system).
2. The Ministry of justice increasingly fulfils its tasks to develop the general conditions for a favourable investment climate (one focus is on better access to legal information in local languages and through the internet).
3. The lower courts (Magistrate’s Courts, District Courts, Primary Courts) are capable to handle commercial and civil cases according to the rule of law (introduction of functioning case management systems, advanced training including ethics training, support for CSOs that provide legal support to small and informal enterprises).
4. Institutions that are responsible for the reform of the commercial law promote the systematical and coordinated reform of laws and regulations for the economic sectors (including laws and regulations for the prevention of corruption).
A first focus of the project was programme co-ordination within the MoJ and the other implementing Ministries. At present, the Mid Term Planning are transformed into a Law and Order SWAP.
