Stated Role Launched in June 2002, the Malawi Decentralized Governance Programme (MDGP) is a joint UNDP and UNCDF programme of support to Government, aimed at assisting in the implementation of the Decentralization Policy of 1998.
Activities Project focuses on areas of the National Decentralization Programme (NDP):<P>a) Institutional development and capacity building to enhance capacity of central government and district management institutions to effectively carry out their roles and responsibilities related to decentralization policy and Local Government Act.<P>b) Fiscal decentralization and financial management to support the development of local government finance system which enhances local revenue generation and mobilization for local development.

Notes Government in collaboration with UNDP and UNCDF have developed this Decentralized Governance Program – DGP for the period 2002-2006 focusing on institution development and capacity building, fiscal decentralization, and local development planning and financing mechanisms as areas of support in the National Decentralization Program. The total estimated Program budget is US$21,274,820.00. Both UNDP/UNCDF have earmarked a total of US$12 million (UNDP = US$6 million and UNCDF =US$6 million). UNCDF is reprogramming unspent funds from the previous Program. There is a resource gap of US$9,274,820.00. The total GoM contribution in cash and kind is US$7,006,120.00 during this period. Besides UNDP/CDF, other development partners like the NORAD/SIDA, the German Government and the African Development Bank are supporting the NDP. This PSD therefore outlines how the funds from UNDP/UNCDF are proposed to be utilized. In addition, GoM intends to use this PSD for resource mobilization to cover the financing gap identified in the financial framework.
