The Institute was conceived as a high level centre for reflection, research and learning with the primary objective of sourcing as the nation’s foremost policy making “Think-Tank,” developing a crop of top class technocrats of high intelectual capacity who will conceptualize and anchor the implementation of innovative and dynamic policy initiatives and strategies critical for national dvelopment. Established by Degree No 20 of 1979 (now known as Act 20 (CAP 626 of 1990), the National Institute is a federal Parastatal in the Presidency, in view of the importance attached to its functions.
