The Ministry was created in March 2008, after consultation with Tony Blair (UK). According to President Kagame, the ministry is designed to facilitate the streamlining & effective functioning of government. Rwanda: Kagame Clarifies Prime Minister Role
The Office of the Prime Minister and the Ministry for Cabinet Affairs are two different levels of government meant to streamline functioning but not duplication, President Paul Kagame said on Tuesday.
Speculation in public has been that the recently created Ministry for Cabinet Affairs handed to former Foreign Affairs Minister Dr. Charles Murigande was meant to sideline Prime Minister Bernard Makuza.
