As administrative head of The Presidency, the Director-General serves in four basic capacities, namely:<P>Secretary to Cabinet, in which capacity he provides support and strategic advice to Cabinet; <P>Chair of the Forum of Directors General (FOSAD) and its Management Committee (MANCO) in which capacity he convenes and administers these meetings; <P>Chancellor of National Orders, in which capacity he oversees the process of nomination and award investiture ceremonies for National Orders; <P>Director-General in The Presidency, in which capacity he convenes and chairs meetings of the Heads of Branches of The Presidency and provides the strategic leadership on issues affecting the performance of The Presidency and the Government in general. <P>Specific responsibilities of the Director General include:<P>Monitoring and evaluating the Performance of The Presidency and Government. <P>Providing strategic and other support to the three Political Principals (President, Deputy President and Minister in The Presidency). <P>Overseeing the convening of and administrative support for Cabinet meetings. <P>Providing support to the Political Principals with regard to their parliamentary responsibilities, including, <P> State of the Nation Address <P> NCOP Address <P> Budget Vote Debates <P> Leader of Government Business <P> Parliamentary Questions (for both written and oral reply) <P>Convening and chairing the meetings of the Advisory Forum in The Presidency which comprises the advisers of the three political principals and ensuring that the work of the Advisers are structured according to the strategic needs of The Presidency. <P>Convening meetings of the Advisory Board of the Chancery of National Orders which recommends nominations to the President for National Honours awards. <P>Managing matters related to the prescribed funerals of deceased Office-Bearers, Judges and individuals as determined by the Manual for Official Funerals. <P>Assisting the President with the periodic credentials ceremonies for the accreditation of new Heads of Missions and Embassies. <P>Participating in the assigned specific national security meetings on behalf of the President - National Intelligence Co-coordinating Committee (NICOC), National Conventional Arms Control Committee (NCAAC), National Security Council (NSC). <P>Convening the preparatory meetings and setting the agenda for the President's meeting with the National Religious Leaders Working Group and convening the meetings twice per year. <P>Assisting the President with the convening of the seven other Presidential Working Groups. <P>Assisting the President with the convening of Presidential Information Advisory Councils (PIAC) and International Investment Council (IIC) that are convened once per year. <P>Overseeing the national and international programmes of the President, the Deputy President and the Minister, especially with regard to the following: <P> State Visits <P> Bi-National Commissions <P> Multilateral Conferences <P> Peace-keeping / Conflict resolution <P> SADC, UN, AU, Commonwealth <P> Bilateral meetings <P> Invitations <P>The Director-General has appointed a Chief Operations Officer (COO) who has in turn been appointed the Accounting Officer of The Presidency in terms of the Public Finance and Management Act (PFMA) by National Treasury. The COO is the Deputy Head of The Presidency and is delegated head of The Presidency in his absence. |
