The OSDP is one of the transformation programmes in The Presidency. At an administrative level, the OSDP reports to the Chief Directorate: Head of Programmes. Political accountability of the OSDP remains with the Minister in The Presidency, through the Chief Directorate HOP.<P>The OSDP has, over the years, established positive working relationships with national departments, provinces, and other role-players particularly organisations of disabled persons. The OSDP has also ensured that its strategic approach and plans are aligned to political priorities. The OSDP is currently implementing three donor-funded projects namely: an Economic Empowerment Project funded by the Danish Government, a Public Education and Awareness Project funded by the Flemish Government and a Monitoring and Evaluation Project funded by the Australian Government. The Danish and Australian Government funded projects also have a component for team-building to enable the OSDP to develop an effective and cohesively functional unit.<P>Mandate: To ensure that all disability issues including the objectives of the Integrated National Disability Strategy (INDS), regional, continental and other international initiatives relating to disability are incorporated into all policies and programmes of all spheres of Government; and all line departments within all spheres of Government. The mandate is primarily derived from the Constitution, the political and transformation objectives of Government; namely "creating a better life for all" and the INDS.<P> |

Current strategic objectives of the Specific Programme:<P>Develop national framework for the advancement and coordination of children's rights delivery <P>Mainstreaming: Integration and inclusion of disability into all Government initiatives (e.g. policies, programmes, projects and strategies for development) <P>Co-ordination of Policy formulation, interpretation and implementation: <P>Advocate for children's rights delivery in government <P>Monitoring and evaluation of children's rights delivery in government <P>Coordinate integrated children's rights policy implementation in government.<P> Development and implementation of Government's policies and programmes, which incorporate and are inclusive of disability issues and disabled persons <P> Increase in number of disabled persons productively engaged in the economy and contributing to country's GDP <P>Monitoring and Evaluation: Develop the implementation of Government's monitoring and evaluation systems and processes to include disability-specific indicators and measures relating to improving the lives of disabled persons <P>Capacity-Building:<P> Disability desks/focal points established and functioning effectively at provincial and local government spheres of Government <P> Government officials have necessary capacity to implement disability-related policies and programmes <P> South Africa contributes to and delivers on regional, continental and international commitments <P> Effective and efficient management of the OSDP in line with public service and financial regulations <P> Stronger co-operative relationship between Government, the private sector and other role-players in the disability sector <P>Advocacy: Increased public awareness on disability issues |
