Notes Mr. Dumilde Rangel was born in Katumbela village in Benguela in Lobito town council. He completed his primary studies in Katumbela village, and secondary studies in Benguela city where he finished the general commercial course and the training to get access to the comercial institute. Heworked for the National Farm and then went on to do his obligatory military service under the colonial regime but he never completed it as he was asked to work for the Ministry of finance. he did so until the independance. After the independance, he went back to military service contributing to Angola's independence movement and supporting the MPLA and the Government from 1975.
In 1980, he restarted his studies in Agostinho Neto's university and in december 1985 and graduated in economics, accounting and finance. He then became the Director of a commercial company that exported diamonds, oil, coffee and other raw materials. In 1987, he was nominated Minister of external commerce. Not too long after the Ministry of external commerce merged with the Ministry of internal commerce. He then was called to merge this Ministry with the Ministry of industry, which was called Ministry of industry commerce and tourism and worked there until 1990 when he was nominated Governor of Huíla.
