| Notes | South African website Mineweb have speculated as to the role of Kebwelulu vis a vis his deputy and ministry portfolio: "Kabwelulu is no more than a figurehead minister who owes his position to the process of horse-trading for portfolios that took place between the various groups that made up the Presidential Alliance (AMP) for last year's DRC elections. Deputy Mines Minister Victor Kasongo is also not a direct player in the review process, but, like Kabwelulu, he has a special adviser actively participating in the review's deliberations.
