Eng. Michael S. M. Kamau Hsc., Ag. Permanent Secretary in the Ministry of Roads and Public Works was born on 19th September 1958. He holds a Bachelor of Science degree in Civil Engineering (BSc. Eng. Civil) (Hons) from the University of Nairobi. He received an award for the best dissertation in the Civil Engineering Class of 1981 at Nairobi University. He holds a Master of Science degree in Engineering from University of New Castle Upon Tyne (UK). He has received extensive training in Engineering and Management both locally and internationally. He is a Registered Consulting Engineer with the Engineers Registration Board, Fellow of Institution of Engineers of Kenya (IEK), Associate Member of the Chartered Institute of Arbitrators of UK, Council Member of the Kenya Institute of Management (KIM) and a Council Member of IEK. He also served as the Treasurer of the Institution of Engineers of Kenya for four years. He started his Civil Service career as an Assistant Engineer in Structural Department in 1981 in the Ministry of Works. He designed and supervised the construction of numerous projects between 1981 and 1990 including the Baringo District Headquarters and the Chancellor’s Court of the University of Nairobi. He was seconded to Moi University as University Engineer between 1990 and 1997. During his secondment to Moi University, he also served as Resident Engineer for several projects notably, the upgrading of Uasin Gishu District & Eldoret Memorial Hospitals to Moi National Referral and Teaching Hospital. On his return to the Ministry of Roads and Public Works in 1997, he served as Deputy Chief Engineer (Structural Department) up to March 2006. During this period, he oversaw the implementation of several projects and was instrumental in starting the Programme of Construction of Pedestrian foot bridges in rural areas. In 2004, he was conferred with the Head of State commendation (HSC) by the President for some of his contribution to the infrastructure development. He was appointed Chief Engineer (Roads) in April 2006. As Chief Engineer, he steered the implementation of several major roads projects notably the process leading to the procurement and awarding of Garissa-Nuno road (part of Garissa-Modogashe road), Isiolo-Merile Road, Emali-Loitoktok and also the inception of the upgrading of Nairobi-Thika Road which will have several interchanges. He was instrumental in the reforms in the Roads Sub-Sector culminating to the Roads Act 2007, paving the way for the formation of the three Roads Authorities i.e Kenya National Highways Authority (KENHA), Kenya Rural Roads Authority (KERRA) and Kenya Urban Roads Authority (KURA). He was promoted to be the first Roads Secretary on 1st August, 2007 and subsequently appointed to act as Permanent Secretary effectively from 15th October 2007. [ Retrieved on 19 FEB 2008 ] |
