Eng. Mahboub hails from Garissa district of North Eastern Province. He hold Msc. (Civil Engineering )obtained from Texas A.I. University ( June 1991 – December 1992), a Bsc (Civil Engineering) also from Texas A.I. University ( June 1987 – December 1991 and a Diploma (Water Technology) from the Kenya Water Institute – (1978)
Eng. Mahboub is listed in the deans list of St. Edwards University Austin Texas (USA) and the Who is Who among International Students in American Colleges and universities – 1988/89 and 1989/90.
Professionally he is an Associate Member of the American Society of Civil Engineers and graduate Member of the Kenya Engineer's Registration Board
Work Experience
He has previously served as National Coordinator ALRMP in Wajir, Mandera, Garissa and
Nairobi between 1996 and 2004. He has also served as the District Project Coordinator,
drought Recovery Project - Wajir District. (This is a World Bank Credit financed, multi-
sectional project). His first stint in public service was in the Ministry of water where he served
as the District Water Engineer, Mandera, Mombasa , Garissa between May 1985 - July 1994.

Previously he was the PS in the Office of the President (Special Programmes) where he had served for one year.
