THE permanent secretary in the Ministry of Public Service was yesterday detained at Parliament for two hours.
Jimmy Rwamafa was held by the public accounts committee for failing to produce documents about people implicated in paying sh1.7b to 'ghost' workers.
He was shifted from the committee meeting room to the chairman's office and was only released after one of his officers appeared with the documents.
While appearing before the committee last week, Rwamafa promised to write to the Ministry of Finance to get the list of the people involved in the payments.
But when he appeared yesterday, he told the committee chaired by Ssebuliba Mutumba (DP) that he had left the documents in his office.
"We are dealing with a serious issue. Call your office. We are detaining you until you produce the letter and the other documents," Ssebuliba said.
The letter was, however, written on October 3, yet Rwamafa had appeared before the committee on October 7. In it, Rwamafa was demanding for the status report on accountability of the funds from the finance ministry.
"This is not the letter we want. It does not address our concern. We want to know who was responsible for payrolls, who got the money and other details," Ssebuliba said.
The MPs directed Rwamafa to appear today with the relevant documents.
The Auditor General report of 2006 established that 26,473 workers on the payroll were non-existent.
Subsequently, a total of 9,199 'ghost' workers were deleted from the payroll, leading to a saving of sh1.7b in salary costs.
The committee had also earlier grilled Rwamafa over delayed payments of pensioners' arrears amounting to sh60b.
The media reported that the money released two weeks ago had not been remitted to beneficiaries' bank accounts.
Some banks, it was reported, had received the money through the Electronic Fund Transfer, but were still waiting for supporting documents.
The commissioner for pensions, Kiwanuka Nkusa, insisted that the money was on the accounts of pensioners.
